Bloody Rage
Blasts a dark element shockwave around you to deal heavy damage and slows enemies. This provide some amount of crowd control for easy kiting of enemies. Do note that this skill does have a rather high damage multiplier.
Empower
Increases M. Atk. of you and your party members. This provides a flat M. Atk. boost, but only affects the Mystics in the party (who benefit from M. Atk). This helps your party’s casters deal more damage, and you to heal more when casting Vampiric Touch.
Passive Skill
Graceful Mind
Increases HP Absorption rate of you and your Party members. Gives your party members a very slight HP absorption of 0.10% at Level 1. This might seem very minuscule, but it does help in sustaining longer in fights.
Boost HP
Automatically increases max HP of you and your party members when located in the same area. This directly bolsters survivability for the whole party. Not a critical skill to have, but helps when fighting stronger bosses and training.
Skill Build Recommendations and Guide
You should look to obtain Level 1 in each of your skills before prioritizing the leveling of Passive skills over Active skills. For Passive skills, do continue to level your Mage Weapon Mastery and Robe Armor Mastery as these skills give you a much needed boost to your Attack. A higher attack results in more health restoration for your allies. Subsequently, you should prioritise leveling your Vampiric Touch skill, as it deals good damage which translates into larger heals.
After that, you can consider to level up Graceful Mind as it helps your party to sustain longer while training by absorbing health. Boost HP provides little utility, you should not be investing into this unless you have the luxury of having too much skill points. Pertaining to active skills, Empower will help you boost your own M. Atk. which results in stronger healing output. It is not required to level Bloody Rage as it does not provide that much utility other than damage.

The Dark Elf Shillien Elder is a great asset for a party that requires both offensive and healing roles in Lineage 2 Revolution. When it comes to solo content, he might run into problems beating the harder bosses in the story line, as he is lacking in single target damage and crowd control skills.
